RPG Maker XP. Picture layer script

Hi everyone.

I have needed help at my game for RPG Maker XP. I needed layers for the pictures from the title screen.  I have all things to fix the bugs from the variable option. But nothing helps. Is there Script functions to set the animated Pictures in an good action.
